And that plastic piece IS still in the TPS plug.

Yea I still hVd it hooked up, could that be bad?

NOW its leaking gas out of one of the plastic "hinge/swivel" joins that gas tubes run to carbs/engine....is there a gasket i can replace? or whats causing this?

could be. worth trying..unplug the white plug on the outside right of the frame

Here is the carb breakdown..you should be able to see what seal or gasket could be bad..
CARBURETOR ASSY - F3 - 95-96
