Carb or vac problem

Default Carb or vac problem

Well, I bought this F3 a few weeks ago, and haven't ridden it much due to it running like crap. It runs out to redline in 1st, but then starts to break up and sputter in 2nd, 3rd, etc. I finally had some time today to tinker w/ it, and found a few things which could be the culprit. 1st is a minor leak at the fuel filter (going to get a proper fuel filter tonight) and 2nd is a solenoid of some sort which looks like it's supposed to have a vac line on it as well as 2 vac ports on both sides of the air box base. I have attached pics, are those vac ports on the air box base supposed to be connected to the solenoid? Thanks in advance for any help!
