Default 96 F3 starting issues

Hey everybody so heres the deal. First off I am new to riding and to the site. Thanks for all the welcomes thus far! Ok now to the important stuff. Bought my first CBR off a co-work recently. Know the guy pretty well and know that he was good on maintaining the bike. One day last summer he put the bike up for the night and comes out the next morning and no start. It turns just no fire. He later than tells me that if he uses starting fluid it will start but then shortly dies. I tell him so stop the starting fluid! Carbs have been cleaned, obviously it has spark so the only thing left is fuel. After looking at it for a few hours to me it seems that the fuel pump isn't working. This leads me to believe that the fuel cut relay is bad. Anyone had this problem before?? Plan is to buy a new relay soon but I was hoping for just a little more reassurance. Any advice would help!!

im sure someone else can give more input, i dont know to much...

im pretty sure you can bypass the pump and run off gravity, if it will run then you know its your pump.

Yeah i know i can bypass the the pump and i just may try that to see if it's the pump. Are the pumps known for going out? I'm pretty sure is stock and the bike has 23xxx on it. Wish I would have known about the problem back in christmas too! Lol
