Default Tall rider on a cbr600 and question about restricting?

Ok, pretty straightforward couple of questions here.

1) I'm 6'3" tall, is this too big for a CBR600? One thing I should add is that I will be using it for a 300 mile trip every 8 weeks or so.
2) What do I need to restrict it to 33bhp?(I'm only 19 and so can't get a full license over here in the UK yet). Am I right in thinking that its just needs the 4 washers fitted? If so, does anybody have a set that they would be prepared to sell me, because I really can't afford to spend £200 to get a new one from Fi.

Thanks very much.

i ride a 06 f4i, im 6'4, 300 plus, and i ride fine, i also have an 05 zx 10 stretched out, and id prefer to ride the cbr because of the frame, it is set up different, controls are spaced out a lil more, so if my big self can push my f4i 200 plus miles twice a week, sometimes more, im sure you'll be good, as for restricting, i dont even know what you mean so i couldnt input any such info, sure there are plenty of knowledagable members on here to help though

Yeh, the restriction thing is a question that will probably only be answered by somebody from the UK. Essentially I'm not old enough to get my full license so whatever bike I buy has to be restricted to 33bhp, which is a pain but its still a damn sight better than being on a 14bhp 125cc!

i beleive the best way to restrict hp like u say would be a restrictor plate (an air restrictor placed before the carbs). this restricts air flow to a known value (changes based on diameter of the opening). An engine can only produce a given amount of HP for a given amount of air. I beleive this will allow you to make large amounts of bottom end torque (as much as a f2 will make) as the rpm's are low enough that the air in the restrictor plate should not be a terminal velocity.

http://www.begin-motorcycling.co.uk/law.htm
has some info on restroctor plating and it appears to be a common solution to the problem in the UK (did a quick google).

As for your size I am 6'1" and all I did was adjust the shifter lever and the rear brake lever so they were closer to the ground so I was not always feeling like I was pulling my knee to my chin to get the controls to work for me.
