The headlight problem might be a wire that's off or loose in your starter switch. Does your high beam indicator light come on? If not, then that surely might be the culprit. You might want to check the dimmer switch connections as well. Don't know about the meter lights, though. My wiring diagram doesn't seem to link them at all with what the headlight's doing. I know this thread is really old but I just wanted to register here to thank you (if your still here lol). My bro just picked up a 93 F2 and his headlight (low and high beam) would not come on and his high beam indicator lamp would not light up. After reading your post, i opened up the assembly and just barely touched the wires on the starter switch and sure enough one came right off. I cleaned off the assembly and held it in place and BINGO lights work.
