Best thing to have is a repair and maintenance manual...they are meant for the home mechanic...(pros know...why they get paid)
If you don't have a voltmeter...yes exactly...try the charger. (most have a meter which is self-explanatory in the manual)
No testing equipment at all...?
If you have lights...and they stay lit.
Try the horn after the bike has been turned on for a good 5 minutes. (horns get weak or weaker very easily).
If by a proven means of testing...you are sure that the battery that is sufficient enough to at least turn the starter motor over...
Check or have checked the starter relay cable/connector...which is under the seat. (Had the seat off lately?)
If the connection is good...might be the solenoid or motor itself.

lights seem on but they are dim. not enough juice to fire starter.first stages of a dyin battery. can be saved. charge the battery with a trickle charger. or jump start properly. improper jump will completely render the battery useless. my advice is use the charger.
