I have got a 94 cbr 600 f2 its idling at 3000rpm and I cannot find anything on the bike or web to show me where the adjustable screw for the idle is, just to get to the cable you've got to take off the air box tank and plastics yet you cant adjust it if everything is unhooked
If you are talking about idle speed, then you should have a black **** on the end of a 12 inch cable.
It comes out the left side fairing and turning it counter clockwise will lower the idle speed.
It sometimes gets hidden behind the left side fairing, so you may need to pull the fairing to see it.

If you are talking about idle mixture, then there are 4 screws, one at the base of each of the carbs. That screw affects the lean/rich mixture at idle.

Ok, well if the idle speed **** is completely missing, then that's not your problem, lol.
Sounds like your cables are hanging up (they are too tight).
If the adjustment is all the way in on the inline adjuster by the throttle handle, then you need to adjust the throttle cable where it attaches to the carbs.
That will give you more slack in the cables, then you can make fine adjustments with the inline adjuster.
Also make sure the throttle cables are not twisted and not pinched under the airbox. That will keep your throttle from returning to idle.
Also make sure the throttle cables are lubed and not dry or completely worn out.
Also make sure the throttle grip is not rubbing on anything. Aftermarket grips tend to do that.
Also dirt and grim get under the throttle tube, good idea to take that off and clean under it.
The throttle when working correctly should snap shut from a half throttle position.
If you get it work properly, then you'll need the idle speed **** to keep the idle from being too low.
