Idk why I only got 3 quarts from the dealer when I said I was changing my oil and I got a filter as well...I didn't know I guess... And yeah, I've heard that's the best way to check it without screwing it all the way in!

Its not the best way, its the way to check it.

From the Honda Common Motorcycle Service Manual:
"Do not screw in the oil cap/level gauge when checking oil level"
