Hey guys,
I just bought a 90 cbr 600, with 42K on the clock... I am wondering, when i rev the engine, the engine keeps the same engine speed for a little, and then comes back down to idle slowly. The previous owner said the carbs needed to be cleaned, but is there the possibilty of something else? Can the throttle somehow get stuck open?

Clean the carbs and that should do it. It's possible the throttle cables could be adjusted too tightly, but if you take the carbs off to clean them you'll need to redo that anyway.
