on my bike 2000 f4 you take the seat off and then it is tucked in the rear cowl from there...follow the harness back and you shall find it

the relay is a small black plastic oblong rubber mounted cube on the front side of the airbox, i think it has 2or 3 wires. about 50 bucks at your local honda shop.
