Handlebar Weight ?

It goes inside the bar to reduced vibrations. The OEM external bar end/weight is attached to this by a bolt. I had to buy one of these when switching from a light weight bar end held by compressed rubber to the heavier OEM bar end and discovered the internal weight's thread was stripped. Then my friend had a wreck and broke the other internal bar weight when the bar hit the ground. He's a good guy and replaced it.

IIRC they are $14 new.

If your bar is vibrating too much I would certainly try changing to a different weight to see if it helps. I haven't tried different internal weights with an external weight. Without any weights the vibrations get pretty bad > 6000rpm. If you hold on firmly your arm dampens it a little but you wouldn't want to take a long trip with the bars like that.
You should probably get the rubber rings that hold it in place too.
