Yeah, check the fuses. I'm not sure if the fan works off the same one though, but that's be the next step to look at.

were you going fast? if you were going fast enough your horn (honk) wont work. Ive noticed the faster I go the crappier the horn sounds and eventually doesnt make any noise, maybe a crackle or 2. its because of the wind being pushed into horns (honks) good luck fixin it though, its probably a fuse

haha dont hurt yourself or get a ticket now, i just noticed when I accidently pushed the horn instead of the blinker when i was doing like 80-90 on the freeway and it sounded all crackly. sparked some curiosity so i went faster and tried it again and it got worse lol. it hasnt gotten to the point where I cant hear it but pretty damn close.

the stock horn sounds weaker than a constipated goat about to give birth

get the Stebel Nautilus and you'll have some real fun

My horn works fine at 90 mph.

Check the fuses. If not, connect some leads to the horn and tap them on the battery and see if it makes any noise. If not, the horn is bad. (then you could install a train-horn and scare the f**k out of any cager that pisses you off).
