Default To rebuild or not to rebuild?

Another question from a new guy... I purchased my bike in boxes. The previous owner said that the engine went with the frame and that everything was from one bike. If that's true then the cluster says it has 14,326 miles on it. Also the engine was wrapped in plastic when I pick it up. The valve cover is off and the cam bolts are loose. What would you guys do? Rebuild to be safe? Just trying to plan ahead... I have plenty of work to do already.

I am extremely picky with motors. I've had one of my hawk race motors tear its self apart, metal shavings everywhere. So when it comes to motors, I would do a good looking over and CHECK and Re-CHECK everything. You never know why all that stuff is like that. Its better to be safe then sorry, it would suck if you got all put together and something with the motor was wrong.

More work :

Get it tightened down and valves in time ....then do a compression test to see if she's
tight or not...hate to say it but they may have been loose for a good reason ....hopefully not

Check the camchain and tensioner while the caps are loose and the tops off.

The big question is why he was gonna rebuild it.

Damn cell phone... Hahaha he always rebuilds motors when he gets them just to be Safe... How would I spin the motor fast enough to do a compression check? Should I just go for a top end rebuild?
