My bike was doing the same thing after storing it (Long *** Minnesota winters!)
I elected to have my problem with the carbs done buy a Honda shop because it is a California emissions carbed bike. I am relaying what he told me. He has said nine out of ten times carb problems are attributed to the idle circuits. Didn't make sense to me either but he said they were plugged and after cleaning runs like a top. I am guessing the idle & throttle circuits must be tied together somehow. I tried the seafoam, Lucas injector cleaner and that got it going enough to ride it up to the shop.
that manual may be for the '93-'97 CBR's but should be similar to what you have

Thanks for the info! Sounds just like the issue I'm having, but I can't even get it running well enough to let the clutch out and have it move under its own power.
It was probably stored as long as a minnesota winter as he had 2 other bikes as well and didn't spend a lot of time on the CBR I believe.

Well, since I last posted on here, I've taken the carbs off (as one unit) and removed/cleaned all of the parts I could while keeping them all connected together. I found that the pilot jets in every carb but one were clogged. But, even after cleaning/unclogging everything I could find and removing any and all residue that I could find anywhere I found it, the bike still behaved the same after everything was installed.
However, at one point while it was idling, and I blipped the throttle, it seemed like it revved a little before it stalled. So, I tried it again, and again and each time it got better and better. Finally, I was able to hop onto the bike and take my first CBR ride ever around my yard. Now, all I need to do is get it insured, registered, get my gear, do the brakes/fluid and change the oil, lube/check/adjust the chain tension and I'm going to be taunted anymore by others out there who have been able to ride their bikes while mine sat out back under a cover.

IT'S RUNNING!!!!
Cleaned the pilot jets out, changed plugs, ran some Seafoam through it and put over 200 miles on it this weekend riding with a friend on his BMW bike on some country back roads. Man, this thing scares the chit out of me! I Love it! I'm now officially a CBR rider and not just a tinkerer!
