Well I still think that a good engineer will be able to repair the cap ....
The guys here do that sort of thing quite often .... but you may or may not have people that can do it close by ???
As for the damage on the head cam cap mount , it for sure could be fixed relatively easily ..
I think the big question is , how much will repairs cost (if you can find someone to do them ??) against a used complete head ??
Do you want to buy a used head ? , is the rest of the bike worth it ?
It really is becoming a financial decision if you have no one around to do the repairs from what I can see ... ?
Hopefully you have a good engineering shop close by ....

I'd say jarvid is on the money with this one , thing is finding a good fabricator/machine
/welding shop to do it for you
Cut the remainder off the cover use a longer slightly oversized bolt with a sleeve
to grip the remainder at the bottom with some JB Weld ....should hold it down on
that side ....imo

yeah the thing is finding someone who can do the work for me im in Tennessee. So I doubt that will happen.A junkyard told me 150 for a head that water has gotten in or 200 for a dry one. Then i also gotta get head studs so what another 100 there and alot more work. Hopefully i can find someone to fix the cap. It deff would prolly be alot cheaper and easier.
