Default Clutch slave rod

Hello so i seem to have a problem on my 93 cbr1000f..
the rod that connects to the clutch slave cylinder is not going in all the way,it is almost like its too long..(i took it out before) Now the bike is in nuetral..is that normal? Its not letting me connect the plastic speedometer adapter to the sprocket bolt.maybe im doing something wrong or something is missing?

Hard to tell without the sprocket cover on - The shaft goes through the cover etc - you can remove it by only removing the slave cylinder. I would pull it out, reinstall everything except the clutch slave cylinder, and worry about it then.

Also- some purple degreaser in your future? ;-)
