i think the stock HESD starts working once ya cross 35 mph and is supposed to lock the bars when the front wheel is off the ground ... while it was deemed somewhat obtrusive for the 04-05s, it was turned down a notch for the 06-07s

 

its possible that your HESD was malfunctioning as well

there is a test for it
i am too lazy to look it up
but it involved getting the front wheel off the ground
putting it in gear and turning the key on
the HESD is supposed to kick in at some point and alter the effort needed to go lock to lock
