The second number in tire size tells the height of the tire. A 120 60 17 would have 60% of the width of the tire as the height of the tire on a 17" rim. A 120 70 17 would be just as fat as the 120 60 17 but 10% taller. Not sure what the stock size is for your bike, but changing the size of a tire will also affect the speedo and the odometer, could be slightly faster or slightly slower.

BTW, you will gain about 1.8" in height putting a 170 on in addition to losing some performance because the tire has more "flex" to play with.

simply put the 120/70/17 will be slightly taller in proportion to the width of the tread, wont affect your speedo at all on an F3, since the speedo is driven off the tranny, not the wheel.

This has been discussed before, so do a search of the forum.

Basically the 120/70 will fall into turns quicker, butyou lose a little stability. A lot of people prefer it to the stock 120/60.
