Correct on all the passing comments; depends on the organization and the level of skill you are in. The organization putting on the event should thoroughly brief you. If they just say "Just get out there, you'll do fine" I'd pack up pretty quick. I value myself and my bike much more.

We actually evaluate the group and the track. May say something like, "Straightaway passing only and must complete before tip in, no passing between turns 3 and 5, or on turns 7 through 9. Outside passing only after lunch and after you've been personally cleared by an instructor."

Intermediates, we generally don't allow inside passing unless you're passing an instructor (who is purposefully going slow so you can practice passing). Most instructors are also racers, so close passing is no big deal and they can react accordingly; I have scrapes on my fairings from other people's sliders.

We allow passing in all groups at all times, just as long as you give yourself and the other rider enough space, 6 ft or so.

I've done a lot of track days and a little racing and one of the things I hear new people say is "I don't want to slow anyone down". Don't worry about it. Ride within your own limits, obey the rules and listen to the coaches. If you're behaving predictably, passing is the other rider's problem. If he's really faster than you he'll find a way around. If he's struggling, you just gave him the gift of having to learn how to ride better.
