It'll prolly come out as equally at fault. The rider for going down and causing an accident. The guy for parking in a roadway. The rider's insurance prolly won't pay a cent to the guy cause of that.

The rider crossed over the double yellow line and hit the parked bike in the opposite lane. No question about who is at fault.

Looks like a small oil spot at 12-13 seconds in causes it to start sliding.

There is no bike parked in a lane facing oncoming traffic. There's one parked in a lane on the OPPOSITE half of the road but it would not interfere at all with the rider had he stayed upright and on his own half of the double yellow line.
