Getting someone to ride with you as pilot takes convincing. When I was younger I rode bitchseat and it was incredibly uncomfortable, though exciting.
I've found that letting them sit on the bike a bit on their own in neutral and just testing the throttle, etc was a big help.

My g/f was really scared at first. You have to take them for short rides to ease them into it. I bought her a jacket, a tiny little helmet, and some gloves so that I would feel better when she is on the back of it. I would feel really bad if something happened to her.
