RE: weak...
A small drop like that will do nothing but chip your pant, crack an add on (vent) piece. It does nothing to the padding or styrofoam shell. The shinny outside are for pretties and to make your helmet "look cool" so that you'll wear it. Chipped paint will not put your dome in any more or less danger then a brand new unchipped one. They'll both act the same against a curb or bumper.

RE: weak...
I was unsure of this so I did a little research. What I came up with is really 50/50 with alot of rumor. Some say it doesnt do a thing some say it ruins it. HJC sais "a drop as low as 4 foot could damage it" which means a drop under 4ft is ok. Also I found that what gets ruined is the inner foam. If that gets dented or cracked at all then replace it. Many people say a helmet is useless over 13.7 mph. The foam is what protects your cranium in a crash and absorbs the impact. Any incident (crash) while wearing a helmet requires replacement. Helmets are pretty durable nowadays. I would say your helmet is fine but that is only my opinion, replace if you must.
