Default USAA insurance

My question is how do they pay out? Do they pay the guy who's getting his bike fixed or do they pay the shop that's actually doing the fixing? Story: Last week I was on base (Sheppard AFB), and there were two lanes of traffic and I was in the right as it was free flowing and a huge Silverado was stopped in the left lane. He gets tired of waiting and cuts over to the right lane and didn't see me. I slammed on my brakes and swerved to the right where I had more room and I still hit the side of his truck and then skid my bike along the curb. My whole right side is thrashed. If USAA will pay me, then I can get the parts cheaper and maybe put a few other things on it on their tab. Either way, my bike will get fixed which is the key but I was just wondering. Thanks.
