I could not find it on TPB and I looked for a good 30 minutes yesterday and couldn't come up with another working site. I figured it was a sign app, but no luck here either finding it.

D, basically a .torrent is a file with meta data, you get that file and open it with a torrent application, such as bittorrent, that accesses the tracker (site) and leeches (downloads) the file from seeders (people uploading) the file.
yeah i know how torrents work, i wanted to know what Flexi was, which i later looked up myself.
LOL...I was telling D2, not you D . D2, at work we have SignLab. I have never used anything else.
