You're gonna lose Chilly, I'm afraid.
Gotta sand the paint in the damaged areas completely down.
Thin layer of bondo to fill the scratches in.
Sand that down till even with the existing surface.
Wet sand the entire the area with starting with about 320 grit, scaling up to 600 grit.
Primer (wet sand some more)
Paint (guess what? yeap, more wet sanding!)
Clear coat
Your arm tired yet cause it's time for... More wet sanding (fine grit 1500 - 2000 and lightly so not to cut through the clear coat)
Buff and Polish

I wouldn't recommend respraying it as you'll just make it look worse. Those scratches aren't too bad and after using some matched touchup paint it will look ok. Sanding down a factory finish then spraypainting it will look worse than a few small touched up scratches. You'll never match the factory finish in quality or color with rattlecans.
Now if it's already a rattlecan finish then sure, go for it, but if it's still factory, just do some touchup, those scratches arent that bad.

AutoZone or Pepboys wont beable to match your paint. Shadow already suggested the best place, and thats Colorrite.. If you get the jar with the small brush, use it very sparingly and put on as light of coats as you can. It builds up fast. You dont want raised areas where your stratches use to be.
oh yeah, and try using some masking tape and run it along the stratches so only the unpainted part is exposed. Its much easier to avoid excess paint.
