Yep they are pretty dumb

 

Funny thing is the cop saying he doesn't like wasting time chasing them. A cop I know calls them Free Quads. Most never hit the auction block that I know of

 

I can't remember the last time I went to philly or baltimore when I didn't see a group of dirtbike/quad riders on the streets. lol.
But yeah..... what a dumbass to post the names of the idiots involved. It takes a "special" type of person to be that dumb.
