They don't wait for suspects to get out of the hospital before charging them; they just write up the citation then and there, and let the court sort it out. In fact, if you're a suspect in a "mandatory arrest" crime, the hospital calls the cops to come pick you up as soon as you're ready to be discharged. If it's a felony, a gaurd is assigned to watch your door 24/7 until your release.

BTW, I passed a lady on the interstate today who was feeding her small baby a bottle while cruising at 80mph. I pulled over at the next off ramp and called the highway patrol directly.

 

There's been far too many motorcycle deaths in Southeast Wisconsin already. This is on top of the middle age woman who was killed because another middle age woman was too busy painting her nails, on top of the few idiots who have gotten drunk and went out and crashed with no helmet... It's ridiculous.
