Default LAPTOP ISSUES, NEED ADVICE

OK SINCE I KNOW THIS IS A FORUM WHICH HAS MEMBERS OFF ALL DIFFERENT OCCUPATIONS, I FIGURED I WOULD START HERE. I GOT A LAPTOP OFF A SUPERVISER OF MINE (FREE, SO WORTH WORKIN ON), HE SAID THE LIGHT ON THE POWERCORD JUST BLINKS AND THE LAPTOP DOESNTPOWER UP. HE TRIED REPLACING THE CORD AND THE LIGHT DID THE SAME THING ON THE CORD, AND NO POWERING UP. IT IS A ACER ASPIRE 3620, I LIKE TAKEN LAPTOPS APART FOR FUN! SO I WANTED TO TAKE THIS ON AS A PROJECT. MY FIRST THOUGHTS WERE THAT IS WAS THE MOTHERBOARD THAT MAY HAVE WENT OUT (MAYBE A POWERSURGE SEEIN AS HOW IN IRAQ OUR MAIN SOURCE IS 220V, AND WE HAVE ALOT OF POWERSURGES), I KNOW THE RAM, HARDDRIVE, AND SCREEN IS NOT THE ISSUE. I KNOW THERE IS SOMEBODY OUT THERE THAT WORKS ON COMPUTERS FOR A LIVING SO MUCH HELP WOULD BE APPRECIATED!

if u changed it and still did not work then something i would do is charge that batt stight from the adapter. take it out the labtop and hook it up stight to the ac cord(after the box(tranformer)) for like a hour. then check if it works... i dont know if ya up to it.
