Seen it around quite a lot.
I guess he is a sound and light engineer for music shows.
I would like to know what the music is. Anyone know?

Damn.... I can find anything on the net:

The music is "Wizards in Winter" by the Trans-Siberian Orchestra.

I was incorrect. He has done this for the past three years and each year it gets bigger. The police didn't shut him down. He stopped the show when it started causing problems. There was a minor incident because of the traffic jam and it delayed emergency services from responding to he opted to shut it down himself.

There are several write-ups about this, here's one that answered the music question.
