Should I have some kind of a locking pin here?

left side front axle

No. Those holes are to hold it while you torque the nut.

And in that orientation, those holes help water drip out.

You can put a screwdriver or piece of bar through the holes to assist in wheel spindle removal with a twisting action after removal of other bolts etc

Yes, you're exactly right. A #2 philips screwdriver will usually fit right in there and works great for helping get that spindle out.
