Not going to get too far in-depth, OPNAINST 5100.13h Change-1 says you are only required to have completed the BRC/COMNAVSAFECEN state-approved equivelant course to OPERATE a POM(priavtely owned motorcycle). You can still PURCHASE the motorcycle, just not OPERATE it IAW regulations. Don't let your command intimidate you, if you catch a good deal you can still buy it.

They encourage you to run a special request **** if you are not an NCO or even a junior NCO, so they can conduct a financial brief with you and make sure you know the regualtions, (PPE, licensing, etc.) and so they can be proactive in getting you signed up for the approtriate courses (BRC/ERC/MSRC).
