88 Hurricane 600F - very high idle

i’m new the the forum.
i own a 1990 cbr 600 hurricane that i’m trying to get running
i took all the bike apart to have the wheels and frame painted. the engine was never touch and it run well before all of this.
the problem i’m having is that now the bike starts and it revs up really high and it stays there.
the carbs were cleaned before and i also changed the pilot & main jet, needle, gaskets on the float bowls, and fuel/air mix screw.
i checked for vacuum leaks by spraying carb cleaner on the area around the rubber boots and carb bottom area and didn’t see any changes on the RPMs. the choke and throttle seem fine and free moving.
the bike idles very high @ 6000/7000 RPMs
i recently cleaned the carbs again and everything seems fine.
what other things outside of the carburetor could cause a very high idle?
any ideas or suggestions as to what could cause this?
