Well I guess that makes me the *******, huh? Forgot about those freakin CA-spec bikes. DOH!!! A thousand apologies voodoo, may the biker gods smile upon you forever.[:@] But the item to which Cole was referring to IS the exhaust valve.

ORIGINAL: chainstretcher

It restricts flow at lower rpms for better low end torque according to Honda. I'd say it's probably more emissions/noise related.
+1-it is for emissions-cold starts cause a rich fuel-to-air mixture, resticting exhaust causes the engine to warm-up
faster(modern engines,once at operating temp-oxygen sensor comes"online"-thus controls fuel air mixture)and also
keeps available power up w/cold-basically a modern solution for a "choke",but with-out losing power, however exhaust
valve is designed to work hot/cold[sm=smiley20.gif]-and is harmless-to performance, actually it helps low-end
torque-and will function with a non-equiped o2 sensor engine,as most bikes dont have o2 sensors

i missed/ignored a couple of replys,sorry
oxygen sensors are awesome!-if you know how to read one and your
bike has a port for one via stock/aftermarket you can use it to tune your
bike-not having to pay some dude $(via dyno)-to basically tell you the same thing
a volt meter could tell you when hooked up to a o2 and read properly
its about fuel/air mixtures[sm=bounceybounce.gif]
