Default Weird Wheel Alignment Issues

Hello, I have scoured the forums and read all of the alignment threads but still am having trouble getting correct alignment on my '88 600.

I have performed the "string technique" found @ Learn Simple Motorcycle Wheel Alignment - Motorcyclist Online
where string is ran from the sidewall of the back tire to the front. When I do this, the front wheel is offset to one side, not twisted. It is about a quarter of an inch bias to the left side.

Just replaced steering head bearings, rebuilt forks, wheel-bearings front/back so I am confident that the forks are not twisted in the triples. They are not bent as far as I know either, had them completely out and apart and also they slide into the triples with no problem.

Also, when I installed the back wheel I always measure from the swing-arm pivot bolt to the rear axle on both sides, pretty confident that the back tire is square in the swing-arm.

Not sure if I should align the rear tire to the front; or the front to the rear. Is there any way to translate the front tire to the left or right on the axle? If the front tire was just a quarter of an inch more to the right side I would be golden.

Trying to explain the problem in detail, sorry for the length. Thank you for any suggestions.

I'm not an expert but if I'm not mistaken the spacers on each side of the front wheel are different sizes, so my question is. Is it possible that you accidentally mixed up the spacers on your front wheel? I don't know the exact measurements of each spacer, so maybe someone with more experience will chime in

I thought that might be the problem but after looking at schematics everything seems to be in place. There is a spacer on the right side and the speedometer gearbox is on the left....also made sure of the back.

I cant think of anything other then bent forks or swing-arm, although they seem straight to me.

I have the same issue but mine is off-set by 5mm to the right side. I have a front and rear stands so was able to check tire and wheel run-out easily. No problem with either. Otherwise wheels seem to be in perfect alignment just off-set like I said.
