Default Tail light modulator

I have a tail light modulator on my taillight. Its solid until I press on the brakes.. I feel as if its a safety feature..to get that cager behind me attention.
The 2 places in my area will not pass me on inspection cause of this and are telling me to take it off.
I had no problem with it last year. Are these modulators legal?? never thought I would have a problem with it...now I have to drive to the next town over to get my inspection

The main issue with something like that is, even though you know your intentions, the person behind you may not. People are use to seeing bright constant brake lights when the person in front of them is stopping. The person behind you has no idea what your intentions are. And even though you may have their attention, it may not be the attention of "I better slow down since the guy in front of me is stoppin".. it would be" what the?.. just before they almost smack into the back of you".

To me, it seems a little dangerous. I want the person behind me to know exactly what I'm doing. I don't want them staring at my taillight and trying to figure out what to do. every second counts. If it takes the driver behind me an extra second to realize Im stopping, it could be too late.

However, I do tap my brake light as Im coming up to a stop light, or my turn is coming up if there is traffic behind me. But then apply the brake constant.
As for being legal, they are not legal in michigan.

I agree with Justasquid 100%. While the intentions may be good, I think it's best to stick with what is common knowledge. Solid brights are breaks. Blinking means turning. There are plenty of drivers out there who are frankly not that quick on their toes, and I'd rather just keep it simple for them...
