Starting problems w/a 99 F4

I have a pretty weird problem with my bike (99 F4) not starting.
When I went to start it, I turned the key on and hit the starter and all the dash lights went off and the bike didn't start. So I assumed it was a dead battery. So I tried to pop start it... wouldn't turn over, no lights on the dash. So then I took a voltmeter to the battery, 11.85 Volts. Which is a little low, but not dead. Just to be certain, I hooked up a jump start kit that I borrowed off of a buddy and tried it, still nothing on the dash. I checked the 4 fuses in the fuse box. None were blown. All the battery terminals are tight and connected. I am suspecting either the main switch or some wiring somewhere.
Does anyone have any ideas?

Ok so after a winter where I couldn't look at the bike, I finally took a look at it and found that the 30 Amp fuse inside the starter relay was fused into the starter relay box. I managed to get half the fuse out, but one of the metal blades is stuck in the socket. So I have ordered a new starter relay box. Hopefully that will fix the problem. But what bugs me is what would case that fuse to essentially melt into its socket?
