Default RPMs slow to come back dwon

Hello all, I have a 93 600 F2 and I just cleaned the carbs (I removed all the pilot screws and idle air mixture screw the one that is the shape of a D. I did 2 1/2 turns out. As well the needle jet side was cleaned). I put in a new air filter (BMC). My issue is that once revved it takes a few seconds for the RPMs to come back down to idle. Its hard to shift up in gears when the RPMs are so high. Any help or suggestions are well come.

Does your throttle snap back? Check your cable routing. The airbox or something may be pushing on them causing a bind.

The throttle does snap back. I had a not so fun time getting the adjustments correct as I replace them as well.

Did you sync your carbs and set the idle after cleaning them?

Well . . . I did the best I could for my budget. I did a guitar string type sync when I had them off. Using the string to measure the space between. I did 2 turns out with idle screws. I was wondering should the bike idle if the screw to the left of the bike is all the way out? You know the one that opens or closes all at once.
