Default repetitive clicking or scraping noise when braking

Not sure what is going on, but, as the noise relates to braking, it has me nervous.

I have noted this noise under light to moderate braking, heavy braking makes it go away. It sounds like I'd expect a rotor with a scratch to sound, as if something is catching on each rotation. While I can hear it even with my visor closed, I can barely feel it at the handlebars, and as I said, all evidence of it goes away under hard braking.

The bike is a 96 F3, stock rotor with new pads, I can't make anything knock by grabbing the front brake and rocking the bike back and forth, the rotor looks fine under visual inspection. Anyone have a take on what this could be?

p.s. searched quite a bit and found nothing like this..

No ideas? I've inspected everything again, though I don't have a stand to get the front end off the ground and spin the wheel. It does feel like contact between something on the rotor and the pads or caliper, but I can't see any unusual wear or marks on either, maybe I'm too sensitive and it's just the cross drilling?
