Default removing brake lines from fender?

ok i got all the plastics off my bike fine, was a little hard with broken collar bone and elbow but.

now i need to get the front fender off and i can not figure out for the life of me how to get them damn bolts off holding the brake lines on the fender. anyone know how? i had a wrench on it and it would just bend the fender.

Is there a nut on the inside of the fender? If so, remove this instead of the one on the outside. Sometimes, the outside ones are secured to the bracket and don't actually turn.
