Floats you can check by hand. If you poke them down, they should pop right back up. Make sure they don't come up slow, get stuck, or bounce. make sure they all come up the same amount.

If you don't disassemble the entire carb assmebly into its 4 separate carbs, then there is almost never a need to sync them. The only reason you'd separate the carbs from each other is if you are doing a full rebuild, and are replacing all the gaskets. Just take the bowls off, flush everythign out, and soak yoru jets. make sure you use compressed air and carb cleaner.
