If it is corroded, you can try hitting it with some pb blaster or some other spray lubricant to loosen it up. A locksmiths picks won't do it if your key won't.
If you can't loosen it up, you might need to drill out the barrel, then you need a new cap.
And if you want a suggestion on who to use as a locksmith, your location would help :P Maybe you will get lucky and get seen by someone close to you.

After over pouring it with oil, two days i added a little food oil after every three hours, then got Wd-40 oil for one day. Still nothing. Then I started complaining about it to every guy in my company who I knew knows something about cars/technical parts (after i found out that pb plaster is not available here and the one people here use instead that is compared to water). And after my hopeless try-outs comes one guy looks at it. does the same thing that I did to get the lock open and I turn my back on him for just under a minute and he has got it open

I had no words, Bet I loosened it up for him
I took it home and seems that the locks didnt function properly. So I took my lock opening kit and played around with it a bit, added lil oil and now seems to work without problems.
