Default Gas Tank Grime Removal

Just picked up a CBR 600 F4 w/11k miles for 2600USD. The previous owner had a custom paint job done on the bike and they didn't tape off the gas tank lid well (or maybe at all). Anyway, there is a thin film of paint powder and flecks (not stuck, but there) just inside the lid. I've got fat hands so the best I can do is get one finger in there to wipe and I can't get to it all. It's not rust, and comes off easy. What would you guys recommend that I used to "swish" it out, or otherwise get rid of the grime? I don't want this crap clogging my fuel filter, but I'd also not want to pay a shop 70 bucks if I don't have to.

Do you have any Kids? I saw Schindler's List and Oscar Schindler told the ****'s that he needed kids in the factory to hand polish the inside of the artillery shells because they had smaller hands.

Plan on changing your fuel filter anyway.
