Ok so i did the copper permatex with the copper gasket plus torqed it down 9' per sq. on the manifold. Any answers on what I am doin wrong?? I still can't get it to seal right

Start all the bolts first then tighten them down alittle at a time moving around. Don't just start on the left and go one by one down the line.
