I'm gonna be fixing my F3 pretty soon and don't know if a motorcycle jack is better than stands. I'm gonna be working with the engine, should I get a motorcycle jack or are stands better?

Stands would be better off for you to do more things. Unless you have a naked bike, taking the fairings off all the time to get the jack on it would be a pain in the ****. I guess ideally it would be nice to have both, for those times if you're taking the swingarm or forks off, stands won't work obviously, but it's not to often that you should be doing that anyway.

I'm looking for some inexpensive stands, I can't spend more than $100 bucks, which do you recommend?

stands. I have a jack now and don't like using it. To keep it stable, even on level ground, you must use tie downs. But no matter how well I tie my bike down, it still shifts on the stand.

It's not a nice feeling when working a wrench

These are the ones I have: BikeTek. I have had those from since the thread was posted. I use them regularly and haven't had any problems with them.
