Default Coolant

I've got a 99 F4 and I noticed the other day that the coolent was just a little below the "lower level" mark. I was wondering if you guys would recommend filling it to the proper level with more coolent, or if I could just add some water to get it back to the right level. I checked all around and dosen't appear to be any leaks. Thanks.
