CBR954RR Wont Start has fuel no spark.

I have a 2000 CBR900RR that has had the motor swapped in the past with a 2002 CBR954RR motor. The bike ran great until it was in an accident and sat for a few years inside a heated garage. I bought it and have been trying to get it running. Currently the motor rolls over fine. The fuel pump primes and the injectors are firing but I do not get any pulses out of the ECM to fire the ignition coils. The coils have 12VDC on them. The pink wire for the anti theft has 9.2VDC on it which is correct. I have checked the pulse generator and the cam position sensor with an ohm meter and they are in proper range according to the service manual. I have also used a ossciloscope to look at the outputs of the pulse generator and the cam sensor and they seem ok to me? The bank angle sensor was eliminated. The green/white wire for the Clutch Switch and Side Stand Switch are grounded as they should be for proper starting and the green/red wire for the Neutral Switch is also grounded. I checked these at the ECM so i know they are making it to the ECM properly! The only codes the ECM shows is a code 1 and a code 9 which are the MAP sensor and Inlet Air Temperature sensor and they will not stop the bike from starting according to the service manual. It is throwing the codes because I have the air box off to troubleshoot this starting issue so both sensors are disconnected. I have even bought another ECM and tried it with the same results! I am pulling my hair out trying to get this thing running! If anyone has any ideas about what else might be causing this no spark issue I would love to hear what I should try next!

No it has the pink wire that needs 9Vdc as an anti theft feature. I do have 9Vdc on the pink wire at the ECM but still no spark no coil pulses! Thanks!
