Is there an inline fuel filter? How about one in the tank? Fuel petcock flowing fuel in the on position, reserve position? How much fuel is in the bike? Can you bypass the pump? On the old 600s the bottom of the tank is lower than the carbs, same on the 250?

there is fuel..not sure if there is an inline filter cant see one...am trying to start it with tank off so the tank switch wont matter...cant bypass the pump cos the bottom of tank is below the carb....have shortened the hose from outlet to carb and it seem that it want to fire but still no go...
