Default Carb issue

I have a 99F4, i dunno much bout carbs but i think mine has a prob. When I start the bike it takes a while to actually sound normal. I move the choke open just a little too. The bike will take like 5 min every time no matter what temp it is outside to start. Once it starts and runs it peforms excellent. Also, when its at idle (should it be bout 1100rpm?) and i rev it from idle it hesitates and almost dies between 1500-2000 rpm, then continues to rev. What could be the prob here, is it just like that sice its not FI? Also I developed a consistent leak coming from what looks like the fuel pump seal. Its drizzles out the bottom of that rubber piece. the leak increases when the bike is revved. Is this a carb issuse and what should i look for to fix it and/or how? Thanks for your help.

sounds like the fuel/air mixture is not right, either the carbs are getting flooded with too much fuel or its not getting enough. mine was doing the same and it was caused by the starter link shaft (the rod the choke lever attaches to to keep the movement between all 4 carbs consistent) not being controlled right. the screws from the stay wire were slightly stripped casing the choke not to open all the way. how long have you had the bike and what carb work has ever been done?

on the 99 F4 and 2000 F4 the idle speed should be around 1400-1500 rpm.
