That is the idle adjustment screw. It allows you to bring your idle within specs. Be careful turning it too many turns counterclockwise. There’s no stop on it. It will unscrew to the point of becoming disconnected. Then you will have a fun time finding the spring and washer laying somewhere probably underneath your starter.
Don’t ask me how I know.

The adjuster your looking at should be secured on a bracket to the bottom of the carbs, Al.
