Default 99 F4 suspension help for small rider???

Hello all I have recently started to work on getting my F4 to handle better on the windy back roads, no track use. I only weigh around 130 5'2". I have gotten a pair of Michelin Pilot Powers and set the pressures to a good level 33/32 seems to do the trick. I have set the back preload all the way down and softened up the compression dampening also, and in the front stiffened it up just a bit to help match the rear. I measured that the difference between no weight and bike weight, 7mm in the rear, which seems ok based on several researches, however my light frame only makes it sink 17mm with me on it from no weight, recommended seems to be 30-40mm I have not messed with the rebound yet. So I took it out during the adjustments and it seems great up front however the rear seems hard and rough on bumps, and during turns seems loose and unpredictable, gets a little better with hotter tires. Any recommendations on how to get better handling? counterweight in back? need new lighter rate spring? idk how to proceed.

Lighter spring to suit your weight and turn down the damping.

Even a light spring with too much damping will feel solid in the rear.

Putting your weight in to the Racetech spring calculator for the CBR600F4 - Page

it says

STOCK spring = 14.2kg per mm

Recommended spring = 13.25kg per mm

Springs offered
13.0kg per mm
14.0kg per mm

Based on that I would go with a 13.0kg per mm spring and pre load it a little.
